Merge changes made on server.
* Bugzilla/Bug.pm: Assume users have NO privileges when logged out.
* CGI.pl: Add hack to make self_url, relative_url and absolute_url
available to all templates (providing these 'require CGI.pl').
* editclassifications.cgi: Use global vars to ensure variables added
by CGI.pl are picked up.
* editvalues.cgi: Use global vars to ensure variables added by CGI.pl
are picked up.
* reports/check-assignedto.cgi: Only show differences if both
currently assignee + default assignee have a @gnome.bugs email
address.
* skins/standard/global.css: Make b.g.o pretty.
* skins/standard/index.css: Make b.g.o pretty.
* template/en/custom/reports/check-assignedto.html.tmpl: Make b.g.o
pretty.
* template/en/default/account/auth/login-small.html.tmpl: Make it look
like design made by Andreas.
* template/en/default/account/prefs/prefs.html.tmpl: Remove h2, make
h1 like "User Preferences for $email_address".
* template/en/default/attachment/list.html.tmpl: Use border-radius.
* template/en/default/bug/comments.html.tmpl: Make it look like design
made by Andreas.
* template/en/default/bug/edit.html.tmpl: Make it look like design
made by Andreas.
* template/en/default/bug/show.html.tmpl: Add explanations (explaining
NEEDINFO/UNCONFIRMED, etc).
* template/en/default/global/banner.html.tmpl: Remove links to other
GNOME sites. Add links to bugzilla instead.
* template/en/default/global/useful-links.html.tmpl: Remove all links
except the saved searches.
* template/en/default/index.html.tmpl: Make index page simple.
