* configure.in : bump libgsf req.
* goffice/graph/gog-object-xml.c (gog_object_set_arg_full) : the
general stuff was split out and moved the libgsf. Use the new
gsf_xml_gvalue_from_str.

Don't signal the axis if they are not set yet. Don't do anything if
things are not changing.
