* dogtail.spec: Added, from Jeremy Katz.
* MANIFEST.in: Add dogtail.spec.
* Makefile: Rework 'rpm' target to call the 'tarball' target first, then build
the rpm using dogtail.spec, using sudo if necessary. Also, make the 'tarball'
target call the 'clean' target.
