Start using libnl. You need 1.0-pre3 or higher. Eventually
we should replace most of the distro-specific backend code
with libnl stuff.

- Add checks for libnl pkgconfig file
- Use LIBNL_LIBS & LIBNL_CFLAGS
* src/NetworkManagerSystem.c
src/nm-ip4-config.[ch]
- Use libnl rather than ioctl() for most things
- Remove unused functions
