Updated Tibetan shaper from Pema Geyleg. (#313513)
* examples/tibetan.utf: Added.
* examples/Makefile.am (EXTRA_DIST): tibetan.utf added.
* modules/tibetan/tibetan-fc.c: Updated Tibetan shaper that is
rewritten from scratch. Supports the number pre-combining mark,
illegal sequence detection, etc.
