Add a HANDLER_HAS_REQUIREMENTS to differentiate between hard dependencies,
and simple configuration.
Saner way to handle handlers with missing deps. Move evolution to new
HAS_REQUIREMENTS.
Move the more dialog to handler_utils.py and make handlers use it.
Add google strings for translation
