* backends/weather/e-weather-source-ccf.c: Add localtime_r() and
strtok_r() implementations for Win32.
(find_station_url): Run-time lookup of the Locations.xml file on
Win32. Use e_xml_parse_file.
(tokenize): Remove unnecessary buffer allocation.
