* configure.in: Get the CUPS backends dir.
* libgnomecups/gnome-cups-ui-connection.c (get_local_devices):
Manually query the HAL printer devices first (since CUPS sucks and
won't pick up new printers right away and so may not have gotten
around to detecting hot-pluggable printers yet).
