Log message:
Add NullFileEventBackend, which is now used when inotify isn't available, and
remove FileSystemWatcherBackend, which basically didn't do anything anymore
anyway. We just can't get the right filesystem semantics with FSW, and
all linux distros ship with inotify now anyhow
