* Tomboy/Watchers.cs: Avoid checking the "gtkspell-misspelled" tag
for spellcheckability: it will always fail since it isn't created
by Tomboy. Fixes spellchecking.
* Tomboy/NoteWindow.cs: Use GLib.ConnectBefore with
OnPopulatePopup so that the GtkSpell submenu will be the first
item.
