* rhythmdb/rhythmdb.c: (rhythmdb_process_stat_event),
(rhythmdb_process_metadata_load), (monitor_subdirectory),
(rhythmdb_sync_library_location): don't monitor files at all if
watching is turned off. From bug 323096.
