* data/gnome-power-manager.schemas.in: Add the new keys:
/apps/gnome-power-manager/check_type_cpu and
/apps/gnome-power-manager/check_type_net to set the system policy for idle
check action on CPU load. Defaults to true.
* src/gpm-prefs.h: Add GPM_PREF_IDLE_CHECK_CPU and GPM_PREF_IDLE_CHECK_NET.
* src/gpm-manager.c (gpm_manager_init): set the idle cpu load policy at init
time. These policy keys should probably be updated while running, but this
isn't important for now.
* src/gpm-idle.c (poll_system_timer): only inhibit if we are set to check the
CPU load. Networking to come. Fixes #332149
