* src/gpm-inhibit.{c|h}: Add gpm_inhibit_check() so we can see if it's okay to
do the action. Also add gpm_inhibit_get_message() to get a full description of
why the action was inhibited.
* src/gpm-manager.c: Add a helper function, gpm_manager_is_inhibit_valid ()
that checks validity, and shows a libnotify type window explaining the problem.
Add this helper where we currently use gpm_manager_is_policy_timout_valid(),
except the low power battery condition which must be done regardless of any
veto.
