* src/gpm-prefs-core.{c|h}, src/gpm-prefs.c, src/Makefile.am: Modularize the
key functionality into this new module, so we can start connecting it to other
modules. We need tighter links with g-s if we are going to do clever things
with the idle sliders. Also comment, and do a massive tidy-up.
