--partial is fine if all you want to do is build the sources and occasionally pull to get the latest changes, which I think is the common case. If you also want to make changes, then we recommend you should use --complete. I think it's fine to leave --partial as the default. I've just updated our recommendations about --partial on the wiki, though.
