Fellow GHC hackers  (esp IAN)

I've just pushed this big patch, as you'll see

It's been in my tree for months, and I really wanted to get it out of my hair 
before I go to India tomorrow.  I have spend much of this week working on it.

However, *naughtily* I have run out of time without fixing two validation 
failures:

  random1283 fails inexplicably.  Must be investigated, but no time now.

  break018 produces output in different order.  I suspect this is ok
        but can't be sure

IAN: could you make these into expect-brokens or something so they don't mess up
people's validation runs?  But in some way that they don't slip off the radar 
(tickets?).
