no sense (as there is nothing for it to be relative to). You can make paths
relative to the package database itself by using ${pkgroot}. (use --force to

This has been broken in master on Windows for a few weeks now. Does
anyone know what's going on? Something to do with Duncan's Cabal
changes to do with variable expansion perhaps?
Note validate on Windows is currently broken, so this is a high priority.
Also, Ian, can we make the Windows builders run the full test suite, not
just the fast testsuite please?
