Define the GHC "compiler_always_flags" in make; fixes trac #5213
We now pass the "always" flags to Makefile tests as well as python tests.
I think we might now be passing -fforce-recomp to all the recompilation
tests under tests/driver, which would make them succeed without testing
anything. Could you take a look?
