Turns out there is no such module in Base any more.

FWIW, SpecConstr is a ghc module which (I assume) isn't found because you 
removed the dependency on ghc. I have no idea why the ghc==7.* dependency is 
failing, it looks like a bug to me.

The usual reason for this kind of failure is if there is a missing dependency such that dph-lifted-vseq is being configured before the ghc package.
