To answer the query directly, no there is nothing strange in the modules
file.

But if this was a repository side thing then everybody would be
experiencing the problem, no?

It's only this one client machine, and only started happening today.

Look in the \CVSROOT\modules file.
If you have modules definitiosn there which include references across
the repository to other modules then you will surely see this
behaviour.
