You can use a workgroup as long as you add local users to the CVS server. The passwords on client and server for the same user might be the same.
I have not seen this particular error message. It's either complaining about the name "tiger" or the name of the user who is running the CVS command. You can try using tiger's IP address instead as in, cvs -d :ntserver:192.168.1.10:c:/cvs co . Which version of CVSNT are you using?
