You need to enable impersonation so that CVSNT will work with the
account of the user. Then the file permissions you set on directories
will control the CVS functionality for different users.

I build a CVS environment with following packages:

Win2000 Server + CVSNT 1.11.1.3 Beta 7 (Build 49)
Win2000 Workstation + WinCVS 1.3.6.1 Beta 6 (Local Build 1)

The client use ntserver mode to connect to server and  I disable
the "Impersonation" in advance page of CVSNT control panel.

The system can work well now, however, I have one question
about how to define the access permissions for users to build
a security mechanism. For example, user A may only have the
check-in/check-out permissions for some repositories and user
B may have the full rights to do create/import action.
