Thanks!

One more question:
How do I use encryption?

In the readme file, it states that you can use the cvs -x.
Is there a way to force all clients to use this encryption?
What kind of encryption does this feature actually use?

You can checkout using the command line then use WinCVS later,
and it'll use it automatically. You could also patch the WinCVS
source to add it.

Yes - they're one-way hashed by the OS.

2401 - same as pserver.
