Suggestion for Tony to include in the install script of CVSNT to
reduce the number of problems duting installation:

Let InstallShield create a temp directory for cvs directly at root
level on the C: drive. It will inherit the permissions for all that
exists at C:\.
Then set this as the temp dir for CVSNT per default.

As it is now all kinds of user specific or nonaccessible temp dir
settings result from the installation, such as c:\document and
settings\someusername\temp which is a location exclusively accessible
only by this user and no others. Or it might be c:\winnt\temp which is
in recent versions of NT a forbidden directory for most users.
