When I do a checkout using the my exported CVSROOT cvs will create the
appropriate CVS\Repository file.  If I specify the CVSROOT with -d on the
command line and I have something different set as my CVSROOT it only
creates CVS\Entries.  If the CVSROOT I specify with -d and the CVSROOT that
is in my environment are the same it will create the rest of the files in
CVS.  This looks like a bug to me, but I wanted to check and see if this is
intended behavior.
