Hi All,
My attempt at this issue is addressed in pull request #29 in anthony's
repository. I've tried to test in some representative scenarios, and while
it's a change affecting a good deal of the code base, the actual behavior
should continue to be the same on non-windows platforms.

Overrides are handy, but this seems like it should be a common enough problem
that I think almost no-one should need to go and find a cx_Freeze-specific
environment variable. Python has a notion of 'filesystem encoding', for
instance.
