jaxws-api, jsr181-api should be optional in cxf-common pom

We should declare jaxws-api and jsr181-api as "optional" or "provided" in the
cxf-common pom right now. It is completely possible now for modules like the
soap to depend on jax-ws. And they do. In several places classes throw
WebServiceExceptions instead of our own internal exceptions.
