Fix For: 2.1
Create a feature to enable and configure Reliable Messaging. The PolicyFeature
alone is not sufficient as this only allows to a) determine whether or not RM
is uses, and b) control the attributes of the RMAssertion attribute.
But there are many more parameters that can be configured, including sequence
termination policies, persistent message store etc.
