XSD2WSDL Tool seems to be unable to access remote xsdurls

The xsd2wsdl tool seems to have problems connecting to remote sites, how ever
using a local copy of the xsd works.
We have manually edited the xsd2wsdl.bat to add http-proxy
(-Dhttp.proxyHost=some.proxy.com -Dhttp.proxyPort=8080)
xsd2wsdl -t some.name.space
http://schema.omg.org/specs/PLM/2.0/ComputationalECR.xsd
Error : Failed to open XSD file
http://schema.omg.org/specs/PLM/2.0/ComputationalECR.xsd
Ethereal shows no traffic to server at all.
