wsdlto tools support customer package name mapping file

now wsdl2java has -dns (true/false) parameter to enable/disable default
namespace package name mapping. but defined file namespace2package.cfg packaged
in cxf jar, and it's hard to modify. (in org/apache/cxf/tools/wsdlto/)
can wsdlto tools reactor this feature to support load customer file that define
package name mapping rules?
