There were two problems:
1) xml-resolver swallows any exceptions in the catalog processing (and doesn't
log them either). Thus, we have no idea if it actually found a catalog or not.
I've updated it so "file" catalogs will be checked for existence prior to
calling xml-resolver code. catalogs at other types of URL's will not get
checked. :-(
2) We also didn't support URI resolving via catalogs, just system prefix
things. I've updated to call resolveURI and resolvePublic as well.
