When the wsdlLocation in binding file is pointing to the imported wsdl not the
wsdl used to generate code , wsdl2java will throw exception :
org.apache.cxf.tools.common.ToolException: External binding file binding.xml
does not point to specified wsdl hello_world.wsdl
