I tried to create a mockup of your situation, but it didn't have the missing 
prefix in the attribute=. 2.0.3 does provide the missing imports. So, I really 
do need to be able to actually run the tools against your actual case to try to 
make any sense of this.

I continue to wonder if you've misplaced a package-info.java for 
org.oasis.ubl.common.currency. I don't see how you got the enum into that 
package without it.
