WSDLValidator not working from command line in current 2.1 snapshot

I can run the attached WSDL through the validator with no problems by running
the validator tool from inside Eclipse. When I run from the linux command line,
I get the following:
WSDLValidator Error :
line 2 column 344 of file:/home/benson/downloads/aegis.wsdl: cvc-elt.1: Cannot
find the declaration of element 'wsdl:definitions'.
This has to be some sort of catalog problem.
