I'm actually going to "resolve" this as it's not something we need to do
anything for.
We pretty much ALWAYS run as if RespectBinding(enabled = true) (which is the
default). If someone puts in RespectBinding(enabled = false), an
implementation is free to ignore it and continue to process it as if enabled =
true was specified. Basically, we're already compatible with this (and the
TCK passing confirms that).
