thanks for the responses to my previous posts, I am up and running.

couple of more questions...

I assume the referee file is for use by a 3rd party to look
unrestricted at both sides' units in order to resolve disputes. 
However, I moved as the allies and saved, the Japanese side opened
their game and replayed the moves, accepted them and saved the  as
well.  yet when opening the referee game file the allied moves are not
present.  This makes me think I don't understand how it is used properly.

Also, this being my first attempt at PBEM type game...any tips for
managing the movement of units in Pacific War ?  the movement rules
involve one side moving a hex at a time while the other side conducts
searches, potentially after every 1 hex move.  this seems like an
awful lot of back and forth between players.  I was wondering if thats
just how it is, or if anyone has found a method to make it more effective.
