Well face to face I can show him the rule book etc.. I would never scan a copy 
so unless you have voice over internet then I wouldn't want to type a novel 
explaining either

so usually both players have a set of the rules when playing vassal, or any 
other pbem, in fact I've never run into anyone who didn't.
