The concept of a galactic scale SF boardgame (especially a CB with rules) with 
easy mechanics based on SPI Outreach is irresistible.  I will be following your

    Ah, I'd forgotten about that old gem.
  As I recall it had plenty of potential, but I couldn't get anyone to play 
against me - no-one was willing to invest the time to get to grips with the 
rules.  One reason why my next game will be light on mechanics.
  Yes, some planets favoured certain races as I recall.  I may incorporate 
something along those lines, though with a game scale of 1 hex = 25,000 light 
years & 1 turn = 25 years, such details may be a bit "tactical".  (Everything 
being relative and all that.)  Still, it might be worth considering 
incorporating some kind of aliens that just aren't interested in the same types 
of planets as other more common forms of life.
