Hi Jason,

Firstly good luck with the project, sounds a great idea. I've had a lot of fun
trying to create CB games, it can be time consuming but it's an absorbing
process (my wife's definition would be "time wasting").

I'm no expert but the tool I use most for manipulating picture files for use in
CB is called "the GIMP". The acronym stands for "General Image Manipulation
Program". The program itself is "open source", which (if you aren't familiar
with the open source movement) means it's entirely free to download and use.
(Absolutely no catches at all.)

The GIMP is quite a sophisticated program but there's a good body of help
documentation available and lot's of tutorials. It'll do everything you need
it to do and more but it'll probably take a bit of time to familarise yourself
with it. (It depends how IT literate you are really - I'm a bit of a geek but
don't like to admit it.)

Here's a link to software http://www.gimp.org/ , why not download it and give
it a go?

Regards
