Reported in the Sunday Telegraph on 23/7/00, after a
parliamentary question by Lord Shrewsbury.

Staff from the Environment Agency were apparently
allowed to fire "Smith & Wesson Revolvers" at the
Lincolnshire Police Headquarters. 

In his reply to the Parliamentary Question Lord
Bassingham stated that the visitors were allowed to
shoot where he understood  "there used to be an
approved rifle and pistol club."

He went on, ""The implications of recent changes to
firearms legislation and the closure of the club were
not recognised by the force in relation to
visitors to the force headquarters." (!?)

If they don't know their own club has closed, and don't
know the difference between Section 1 firearms and
Section 5 firearms, how can they possibly criticise
shooters for - say - simply failing to sign their
certificates or not using their guns more than six
times a year, as Lancashire Constabulary demand?

Can you imagine that defence in court by a club
secretary -" I failed to recognise the implications of
recent changes to firearms legislation."  Once
again, words are beginning to fail me.

Lincolnshire were the force who issued a new condition
specifying when guns had to be turned in remember.
