There is no guarantee that they will do this, regardless of 
what the HO advise your *are* in illegl possession if you 
touch it. Besides which it dosen't get round the problem 
you have if you get stopped on your way to the Police 
station.

This is all true, and why I recommended to the HAC that
the police should designate certain RFDs to take in guns
as well for people too scared to hand them into the police.

RFDs would receive a portion of the licensing fee if the
person handing it in wanted to license it, or else the
RFD could sell it for them on consignment if it were not
a gun used in a crime.

In theory all this is currently legal in one form or
another as well, but it would be nice to have it expressly
stated in the Act.
