I am always a little wary of using shotguns to deliver CS
or similar agents because the relative quantities of CS
crystals are small and the gas cartridge itself is not a
standard cartridge and causes functioning problems.

The Baton round gun deploying CS gas cannisters deposits
greater (and therefore more incapacitating and effective)
quantities of gas very quickly.  Though not perfect I
believe its a better solution.

The idea of changing shotgun loads on the run - buckshot,
to slug, to gas or specialty cartridges - has also been
mentioned.  Under pressure the chances of a fumble or
selecting the wrong cartridge are too high in my opinion.
I believe the American police deploy bean bag rounds and
CS/mace rounds for the shotgun - not for SWAT use but for
general patrol officers as options before SWAT arrives.

It depends on the situation - usually the ammo change
would not be "on the run".  H&K USA used to do some
pretty comprehensive training on switching loads on
the Benelli under pressure.  I assume Benelli USA
do it now.
