Edward,
              The police have a common law duty which
descends from the "Parish Constable" should ensure that
the militia is up to scratch by ensuring that they are
adequately armed and practised.

If the police are remiss the Lord Lieutenant and Sheriff
should be doing something about it.

I understand that members of the Kensington Rifle club
did their duty and helped to search Wormwood Scrubs
promptly after 3 policemen were murdered nearby in the
late 1960's.

The best book which I have come across on preparing for
resistance is the Swiss " Total Resistance" by Von Dach
Bern which was available in English.  It has helpful
suggestions for members of most walks of life including
police. Some US survival/patriot material covers the
same subjects. Not that I read that sort of thing you
understand, except for educational purposes<g>.
