You can legally restore antiques but I'm not sure at what point they would cease to be an antique and require a license. I think it unlikely you could rebarrel it and replace the receiver and still call it an antique. It depends on how the court sees it. I suspect the police would consider replacement of any major component as reason for it not to be an antique. Steve.
