I have released version 3.9-1 of the mingw-runtime. In addition to the changes I have also optimized the compilation based on information from the previous maintainer, so the binary sizes have been reduced.
To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
