Cygwin uses OpenSSL 3.0 LTS, which has a planned EOL of September 2026.
An update to the new 3.5 LTS will be considered after the 3.6 non-LTS
version gets released in October 2025.

This release provides the latest OpenSSL 3 LTS release and uses the
Fedora 39 patches (without FIPS and foreign CPU architecture support).
The following packages have been uploaded to the Cygwin distribution:

* openssl-3.0.17-1
* openssl-perl-3.0.17-1
* libssl3-3.0.17-1
* libssl-devel-3.0.17-1

The following MinGW64 packages are available:

* mingw64-i686-openssl-3.0.17-1
* mingw64-x86_64-openssl-3.0.17-1

The OpenSSL toolkit provides support for secure communications between
machines. OpenSSL includes a certificate management tool and shared
libraries which provide various cryptographic algorithms and protocols.

This release includes a patch that is meant to solve problems with
threaded applications / libraries using the openSSL DLL:
