Just one remark: the source package contains the patch at its root and not in CYGWIN-PATCHES where, AFAIK, it's supposed to be (for packages not using build scripts)http://cygwin.com/setup.html says the patch sould be top-level (but optionally in CYGWIN-PATCHES).
Other than that, I've tried out the tools in the ISO-C99 specification (niceGood!
& big file) and found no problems :)

BTW: wouldn't it be a better idea to just add a Makefile.cygwin file? That way, the same source pack can still be used on other OSs as well.. (Just a thought)

the psutils disappeared from the TeX-distribution and are AFAICS not yet a seperate package. The unsupported packages on Jan's site seem to be lost as well, so I compiled it from source and would (enough votes presumed) become the maintainer of the Cygwin port.
I really hope I didn't miss something, because the net is full of unsupported binary versions (even some with a setup-hint), but it doe not seem to have ever made it into the distro.
