I updated the Cygwin doc because 1) d.conf.example was missing from the file list, and 2) the upstream website moved. Since I'm not sure now when the next upstream release will be--I've been working with the author to solve the two known bugs, but recently contact has been sporadic. Therefore I wanted to get this information updated now before it got forgotten; just trying to do my part. If you don't think this is worth the update then I guess it's up to you.
