Essentially, this means
1. No colon after file name if followed immediately by (PLACE-THAT-WAS-CHANGED).
2. (PLACE-THAT-WAS-CHANGED) always begins a new line unless it is immediately after the file name.
Some editors will do syntax highlighting, to help out with this.
Oops. I wasn't aware of those conventions. I'll double check next time.

README mentions extremely briefly "ChangeLog as per GNU standards."
('$ info standards' > "Documentation" > "Change Logs"),
but in practice, I treat those as fairly flexible guidelines, and am pretty happy with anything which doesn't break vim's syntax highlighting of ChangeLogs too much.
