How about highlighting them in a different colour in the "Available
Downloads
Site" list box? (I know you shouldn't rely on colour to indicate things, but
in
addition to that message...)

Oh.  How do you switch the message back on?  How about a switch/button
underneath the user url to either list the user urls or enable the message
again?
